Malaya said that the government is prepared to provide assistance to local residents especially those displaced from work. Areas placed under ECQ restrictions ban public transportation and non-essential establishments with businesses closed and non-essential travels prohibited. Before the President’s announcement, DILG Secretary Eduardo Año said the IATF had already monitored the situation in Cebu City closely.
