DILG: 825 LGUs nationwide have successfully distributed SAP payouts

The Department of the Interior and Local Government (DILG) on May 5, Tuesday, cited 828 local government units (LGUs) that finished the first tranche of payout under the social amelioration program (SAP) financial assistance for the most vulnerable sector of society severely affected by the health crisis.

Commending them for a job well done, DILG Secretary Eduardo M. Año said these LGUs have exhibited a deep concern for the poorest among the poor who are reeling from the novel coronavirus disease-2019 (COVID-19) crisis.
Año said the next challenge is for the 828 LGUs to liquidate immediately and account for every centavo of taxpayer’s money to the Department of Social Welfare and Development (DSWD).
Of the 828 LGUs who beat the deadline on May 4, 56 are in the Cordillera Administrative Region; 38 in Ilocos Region; 31 in Cagayan Valley, 36 in Central Luzon, 63 in CALABARZON, 62 in MIMAROPA, 70 in the Bicol region, 114 in Western Visayas, 52 in Central Visayas, 95 in Eastern Visayas, 71 in Zamboanga Peninsula; 17 in Northern Mindanao; 26 in Davao region; 32 in SOCCSKSARGEN; and 65 in Caraga.
For LGUs that have not yet completed the payout, Año said they have to work double-time for the benefit of their poor constituents who are severely affected by the Covid-19 pandemic.
“One moment of delay or inaction means additional hours of suffering the poor families in your localities. Let us not keep them waiting and let us show them that the government truly cares for them,” he added.
He said the provincial LGUs were given a four-day extension (until May 4) for the SAP distribution, while Metro Manila LGUs and those from provinces of Cavite, Rizal, Laguna, Bulacan, Cebu, and Davao City, which have higher population density, have been given until May 7 to complete the payouts.
Año asked SAP beneficiaries to use the cash subsidy they received wisely to enable them to weather out the ECQ.
He noted that SAP beneficiaries who are also engaged in gambling and drinking, and who use their financial aid other than for its intended purpose will be delisted, required to return the full amount, or sanctioned depending on the severity of their offense.

DILG Undersecretary and spokesperson Jonathan E. Malaya said that, as of 9 p.m. of May 4, the status of the SAP payout for the whole country is at 75 percent, with CARAGA, Davao Region, MIMAROPA, and Bicol leading the list of regions with the highest percentage of payouts.
CARAGA’s regional payout rate as of the May 4 deadline was at 99.01 percent.
The payout rate of the Davao region is at 95.56 percent, MIMAROPA at 95.21 percent, and Bicol at 94.34 percent.
Closely following them are Western Visayas at 88.42 percent, Region IX, 84 percent; Region I, 80.11 percent; Region III, 79.27 percent; Region II, 73.36 percent; and Region XII 77.56 percent.
Meanwhile, CALABARZON has a 61.99 percent payout rate and Region X 67 percent.
“We understand that LGUs are faced with various challenges unique to your areas amid the COVID-19 crisis, but we trust that you will be able to overcome them and carry out measures to fast-track the payout to your constituents, without violating the ECQ protocols of physical distancing,” Malaya said.
Malaya also called on the city/municipal mayors and punong barangays to ensure that the completion of SAP financial subsidy to their respective areas of jurisdictions is without politicking and corruption to avoid legal consequences later on.
