Cop involved in Dasmarinas Village altercation did everything by the book --Ano

Department of Interior Local Government (DILG) Secretary Eduardo Año on Tuesday insisted that the cop who was involved in an altercation with a resident of Dasmariñas Village in Makati City handled himself in accordance with quarantine protocols.
Having dismissed 2,000 police officers for various violations, Año as chairman of the National Police Commission (NAPOLCOM) stressed that Police Senior Master Sergeant Roland Von Madrona did everything by the book.

In last Sunday’s incident, Año in an ANC interview stood his ground and vowed to defend Madrona and even the lowest ranking police officer for doing their job well.
To recall, Madrona was conducting Oplan Bandillo accompanied by Bantay Bayan personnel Esteban Gaan, in Dasmariñas Village when he chanced upon a housemaid of Spanish national Javier Parra watering the plants with no face mask.
Madrona respectfully asked the maid to go inside the house and wear her face mask for her safety.
A few minutes later, Parra and his wife confronted the law enforcers outside their residence.
Parra allegedly hurled invectives at Madrona and even lectured him on how to enforce quarantine rules.
The policeman tried to arrest the male resident but Parra managed to free himself.
Since Madrona was just in front of residence, Año said the cop never committed any violation in trying to make the arrest since he was outside of Parra’s property.
Explaining further, Año said what occurred was hot pursuit, which is allowed by the law.
Lt. Gen. Guillermo Eleazar Joint Task Force COVID SHIELD head advised the public to just follow enhanced community quarantine (ECQ) guidelines to avoid any conflict with the law enforcers.
DILG undersecretary and spokesperson Jonathan Malaya said that further details will be issued by the agency regarding ECQ-related controversies later this day, April 28.
