Cagayan governor favors martial law to localized or selective quarantine

Cagayan Governor Manuel Mamba prefers the implementation of martial law instead of a localized or selective community quarantine to make sure that measures are followed to abate the spread of the coronavirus disease 2019 (COVID-19).
Mamba said he believed that implementing localized community quarantine as soon as the enhanced community quarantine (ECQ) expires on April 30 will not solve the COVID-19 crisis, but instead, create further problems.
“Sa halip na isasailalim sa mandatory quarantine ay mas mainam na ipatupad ng Pangulong Rodrigo Duterte ang Martial Law na tulad ng ipinatupad sa Mindanao kaugnay Marawi crisis,” Mamba told The Manila Bulletin.
He noted that even with ECQ in full-swing in Luzon and other parts of the Philippines, criminality, particularly terrorism and insurgency, has been reported.
He mentioned the incident wherein, 11 Army soldiers were killed and 14 others were wounded in a gun battle with the Abu Sayyaf Group (ASG) in Patikul, Sulu, on Friday, April 17.
He also said three Army soldiers, including a junior officer, were killed and four others were injured in an ambush staged by the Communist New People's Army in Himamaylan City in Negros Occidental Sunday morning.
He also cited an incident within his jurisdiction wherein local officials were involved in illegal activities in Cagayan.

He also received reports of sightings of rebels, who have continued with their extortion activities, including alleged “agaw relief goods” incidents.
“Kailangan na talaga aniya ng kamay na bakal na bukod tanging ang pangulo lamang ang makakagawa nito sa ilalim ng batas militar.” Mamba told Manila Bulletin in a telephone interview.
