Bong Go thanks DBM, COA, for quick action on compensation of contract of service, job order gov't employees during quarantine

Senator Christopher Lawrence “Bong” Go thanked several government agencies for promptly responding to an appeal made by himself, some other senators, and the affected sectors for the continued compensation of the government's job order (JO) and contract of service (COS) employees while under the enhanced community quarantine (ECQ).

"We would like to thank the DBM (Department of Budget and Management), COA (Commission on Audit), and other concerned agencies for their immediate action in granting our appeal and for prioritizing the welfare of all COS and JO workers affected by this crisis,” Go said in a statement Friday.
Go had agreed with the appeal made by the affected sectors and fellow senators Joel Villanueva and Pia Cayetano.
“Earlier, I echoed the appeal of concerned sectors and fellow legislators, particularly Senators Joel Villanueva and Pia Cayetano, for the government to release the compensation of job order and contract of service workers affected by the lockdown imposed to deter the further spread of the coronavirus disease (COVID-19),” his statement read.
Go said the Department of Budget and Management (DBM) and the Commission on Audit (COA) on Friday issued Joint Circular No 1, series 2020, signifying that government has agreed to grant the appeal.
Among the interim guidelines is that "COS and JO workers who will not be required to report for work due to work suspension and those who are not part of the agency skeletal force shall be paid their corresponding salaries/ wages during the community quarantine period as an exception to the ‘no work, no pay’ principle for this occasion only.”
The circular also states that JO and COS workers who report for work during the time the ECQ is being implemented will be given “appropriate additional benefit” as authorized by the Office of the President:
Likewise, COS and JOs who are required to render service via the work-from-home scheme will be duly compensated.
