The Bureau of Jail Management and Penology (BJMP) said on Sunday it is amenable to all lawful efforts to decongest its jail facilities after nine persons deprived of liberty (PDLs) and nine jail personnel of the Quezon City Jail (QCJ) Male Dormitory tested positive for the novel coronavirus.

However, as much as the BJMP wants to decongest its jail facilities, BJMP spokesperson Chief Inspector Xavier Solda explained that the bureau’s mandate is for the safekeeping of the PDLs, saying they can only be set free if the court issues a release order.
To at least minimize the congestion rate, Solda said efforts are being made to address the problem, such as the construction of additional cells and jail buildings.
Solda admitted that BJMP authorities remain in a quandary as to how the PDLs and jail personnel got infected by the virus.
He noted the BJMP had prohibited contact visitation since March 11 and put all jails under total lockdown on March 20.
Solda added that the PDLs are provided with washable surgical masks (when available) and face masks, and the jail facilities are disinfected routinely.
The BJMP has also set up isolation areas for PDLs who show flu-like symptoms or similar illnesses.
Solda said the PDLs are well and have not shown any respiratory symptoms, except for one elderly inmate who was provided with hypertensive medicine by the bureau.
All the BJMP personnel infected with COVID-19, according to Solda, are "doing well" while under strict home quarantine and close monitoring.
