(Photo from Biazon’s Facebook account)/ MANILA BULLETIN “I still continue to have that advocacy. It’s an advocacy that I have since then,” said Biazon during an interview over CNN Philippines. The congressman pointed this out after he decided to withdraw as co-author and vote against the Anti-Terrorism Act that was passed by the House of Representatives. “My no vote isn’t a back tracking for my position as an anti-terrorism advocate,” the lawmaker said. Biazon also pointed out what was passed was the Senate version of the bill. “In effect all the hearings on the bills that we filed had been set aside and then we substituted it with the Senate version. The lawmaker said the bill that was passed needed refinements including the provision on the designation of terrorists. Biazon said the bill recognizes prosecutors and the courts as the ones who will determine probable cause if a person is considered a terrorist. However, he lamented that “the way it was worded it could be interpreted in other ways.” “I saw the necessity of refining that provision to make it clearer because as it is written it says the ATC (Anti-Terrorism Council) can designate terrorists upon finding of a probable cause,” Biazon said. He noted that the ATC will be composed of Cabinet secretaries “involved in national security and finance.” “As a lawmaker it is important for me to make sure there is no other interpretation,” Biazon said. The lawmaker pointed out he has always been open to inputs that would make the law that is acceptable to most people.
