Bautista expects LGUs to finish SAP distribution this week

The Department of Social Welfare and Development (DSWD) is eyeing the completion of the local government units' distribution of the first tranche of emergency subsidies under the Social Amelioration Program (SAP) "by end of this week."

(PCOO / MANILA BULLETIN) DSWD Secretary Rolando Bautista said over 16.7 million low-income families have received their subsidy, amounting to P94.3 billion. "As of last night, umabot na sa P94. 3 billion ang naipamahagi sa 16.7 million na benepisyaryo ng Social Amelioration Program (P94.3 billion has been distribited to 16.7 million beneficiaries of the Social Amelioration Program)," he said at the "Laging Handa" network briefing. He noted that 1,107 or 67.7 percent of the 1,634 local government units (LGUs) in the country have completed their SAP distribution. He said while, eight LGUs in the National Capital Region (NCR) already recorded 100-percent SAP payout, four LGUs were able to serve "95 percent and up" of their target beneficiaries. "Tuloy tuloy pa rin ang payout.(The payout continues.) Hopefully by end of this week, baka 100-percent ang iba nating LGUs (other LGUs will have 100-completion rate)," Bautista said. He said of the 17 regions, seven regions recorded 95 percent and above SAP distribution rate. While, four regions had 90 percent and up completion rate, and three regions with 85 percent and up SAP payout rate. Bautista said 139 LGUs already submitted their complete liquidation reports. While, 65 LGUs are expected to finish their liquidation process. Bautista reminded the LGUs to immediately submit their liquidation reports after completing the payout so as not to further delay the second phase implementation of SAP. Under the DSWD guidelines, the LGUs are required to submit the liquidation and financial reporting documents, including the list of encoded SAP beneficiaries, to the DSWD within 15 days from the completion of the distribution. Bautista said the DSWD is closely coordinating with the Department of Interior and Local Government (DILG) and the Philippine National Police (PNP) to address snowballing complaints on the supposed irregularities committed by local officials in the distribution of SAP. He earlier disclosed that they received more than 124 complaints regarding the "violations of the LGU officials in the distribution of cash subsidies. President Duterte on Monday night directed the DSWD to lead the SAP distribution following the snowballing complaints against the purported irregularities in the release of emergency subsidies. Bautista said they are awaiting Malacañang to issue a written order or executive order that will serve as the basis for the drafting of guidelines on the second wave of cash doleouts. Bautista said on Wednesday, May 13 that around 11.1 million low-income families are expected to receive the second wave of cash aid.
