Bacolod village chief, 3 others face more raps over SAP anomalies

By Glazyl Masculino BACOLOD CITY - An additional criminal complaint for alleged irregularities in the distribution of the Social Amelioration Program (SAP) was filed on Wednesday against a barangay chairman here and three others. (CIDG-Bacolod / MANILA BULLETIN) (CIDG-Bacolod / MANILA BULLETIN) The Criminal Investigation and Detection Group (CIDG)-Bacolod has filed charges for violation of Republic Act (RA) 3019, the Anti-Graft and Corrupt Practices Act, and violation of RA 11469, the Bayanihan To Heal As One Act, before the City Prosecutor's Office against barangay Felisa chairman Ramon Jardin, barangay secretary Stephen Jalandoon, purok president Corazon Latoza, and barangay liaison officer Rosejean Estador. Chief Master Sgt. Ramiro Gocotano, head of CIDG-Bacolod, said that the filing of charges stemmed from the complaint of a female resident in the village. Gocotano said that the female complainant already received the P6,000 cash aid on April 22, 2020, which is given to qualified SAP beneficiaries identified as among the poorest of the poor affected by the coronavirus disease (COVID-19) pandemic. The complainant, based on her affidavit, alleged that she was told that P4,000 will be deducted from her P6,000 cash aid to be distributed to other residents in the village who were not able to receive anything. The CIDG-Bacolod said that the respondents allegedly violated the government mobilization assistance in the provision of basic necessities to indigent families and individuals affected by the imposition of the community quarantine. The same charges were also filed by the CIDG-Bacolod against the same respondents in relation to the SAP distribution. Jardin and Jalandoon denied the allegations against them.
