5 barangay officials, 2 others in Negros city face raps for SAP anomalies

BACOLOD CITY - The Criminal Investigation and Detection Group (CIDG)-Negros Occidental has filed two criminal complaints on Friday against five barangay officials and two barangay workers of Matab-ang village in Talisay City for alleged anomalies on the distribution of the government’s Social Amelioration Program (SAP).

Charges for violation of Republic Act (RA) 3019 or the Anti-Graft Corrupt Practices Act and RA 11469 or the Bayanihan Act to Heal as One were filed before the City Prosecutor’s Office against Barangay Chairman Manuel Apellido Jr., Barangay Kagawads Erlinda Bruno, Garry Saludares, Ronald Puson, and Randy Mananquil, Barangay Secretary Janelle Isabelle Legaspi, and Barangay Treasurer Evelyn Cabale.
Based on a press release from CIDG-6, the complainants alleged that the respondents reportedly distributed a SAP allowance of P6,000 to some beneficiaries identified as their relatives and affiliates.
“These officials allegedly did not properly screen the qualified beneficiaries but instead prioritize those who are beneficial to their personal interest that resulted to the exclusion of most qualified beneficiaries,” a press release said.
Further investigation of the CIDG led by Lt. Col. Anthony Gantang, CIDG provincial head indicated that there are still families identified as poorest of the poor but were not included in the list of qualified beneficiaries.
A separate administrative case for violation of RA 6713 or Code of Ethical Standard of Public Official will also be filed against the respondents at the Office of the Ombudsman.
Maj. Gen. Joel Napoleon Coronel, CIDG director, in a press release, said that they will continue to investigate irregularities in the SAP distribution particularly those public officials who deliberately used their position to take advantage during the coronavirus disease 2019 (COVID-19) pandemic.
The respondents have yet to issue a statement regarding the allegations against them.
