The number of confirmed COVID-19 cases in Quezon City (QC) rose by 13 from the previous 1,072 to 1,085 as of 7 p.m. of April 23, based on Department of Health (DOH) statistics.
Like in the previous reports, the DOH record differed from that of the number of validated cases reported by the Quezon City Epidemiology and Surveillance Unit (QCESU) and District Health Offices which stood at 772 up by nine from the last count of 763.
From 913, the number of cases with complete addresses in Quezon City jumped to 945, as reported by the Quezon City Health Department (QCHD).
In the same OCHD report, the number of active COVID-19 cases in the locality — referring to those still alive and have not fully recovered — dropped from 550 to 548.

As of 7 p.m. of April 23, the number of fatalities increased by two from 101 to 103, while nine new recoveries raised the tally to 121 based on the most recent QCHD report.

Extreme enhanced community quarantine (EECQ)
Mayor Joy Belmonte said the city government implements the EECQ in barangays with two or more confirmed COVID-19 cases and in various streets and/or in congested urban poor areas where fast transmission is most likely to occur.
However, Belmonte said this will still be subjected to daily review depending on the number of cases/recoveries.
She noted the newly reported barangays with two cases have not yet been included in the list as they are still undergoing validation.
As of April 23, 7 p.m., the Quezon City local government is implementing EECQ in the following barangays:

Tatalon, Batasan Hills, Pasong Tamo, Central, San Roque, Paligsahan, Bagong Lipunan ng Crame, South Triangle, Culiat, Bahay Toro, E. Rodriguez, San Isidro Labrador, Matandang Balara, Teachers Village West, Manresa, Paltok, Sto. Domingo, Bagong Silangan, Holy Spirit, Payatas, Marilag, Socorro, Kamuning, Pinyahan, San Isidro Galas, Commonwealth, Pansol, North Fairview, Novaliches Proper, and New Era.
Hope 1 facility
As of April 23, Hope 1 has two available rooms for COVID-19 confirmed or suspected patients. Currently, 39 COVID-19 confirmed and suspected patients are in this quarantine facility.
Hope 2 facility
At present, 130 rooms/beds are occupied by confirmed and suspected COVID-19 patients, while 179 beds are still available. Individuals who have been tested in the city’s community-based testing centers are brought to this facility for self-isolation while waiting for their results.
Community-based testing in Quezon City
On April 23, a total of 116 swab tests were conducted in the city’s community-based testing centers, local government hospitals, and by the QCESU: Quezon City General Hospital - 11, Novaliches District Hospital - 60, Rosario Maclang Bautista General Hospital - 10, and QCESU - 35.
Quarantine violators
At 5 p.m. of April 23, 75 individuals were apprehended for violating the ECQ protocols.
Social Amelioration Program
The Department of Social Welfare and Development (DSWD), assisted by the city government, has started the distribution of financial support to qualified Quezon City beneficiaries through the social amelioration program.

'Kalingang Quezon City'
The Quezon City government has earmarked P600 million from its P2.8 billion supplemental budget for 2020 to expand the coverage of its Kalingang QC financial assistance program to all vulnerable sectors.
Belmonte explained that the expanded program covers unregistered vendors, solo parents, persons with disability (PWDs), and senior citizens.
As of April 21, around 36,582 beneficiaries have already received P2,000 each from the city government.
