1.3 M 4Ps beneficiaries get SAP 2 cash aid, reports DSWD

By Charissa Luci-Atienza The Department of Social Welfare and Development (DSWD) started on Thursday, June 11 to roll out the second phase implementation of Social Amelioration Program (SAP) with 1.3 million beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) receiving the first wave of cash aid, reported Secretary Rolando Bautista in a virtual press briefing. Those areas where validation was made and completed will receive the second tranche. Bautista said so far, 83 local government units (LGUs), including those from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) have yet to complete their SAP distribution for the first tranche. He noted that for the first and second tranche of SAP subsidies, the DSWD received a total of P196 billion from the Department of Budget and Management (DBM). Of the total amount, P96 billion was released to the DSWD for the second phase implementation of SAP last April 16. While, they got P100 billion for the first tranche last April 2. Baustista said for the second phase implementation of SAP, the DSWD needs P110.6 billon, even as he justified the agency's earlier pronouncement that all unspent SAP funds downloaded to the LGUs, and all returned emergency cash subsidies will all be used for the second wave of cash subsidies. The DSWD Chief said that 2.5 percent of the total program budget will be allocated for the transportation and food of the SAP implementors, including the police and military. As directed by President Duterte, the DSWD is expected to distribute the SAP subsidies, along with the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP), particularly in the Geographically Isolated and Disadvantaged Areas (GIDAs) and conflict-affected areas. "Tandaan po natin na nationwide po ang ating coverage para sa 5 million na waitlisted na pamilya kaya kakailanganin ang administrative cost para dito," Bautista said. (Remember that the coverage for the 5 million waitlisted families is nationwide so it entails administrative cost.) He noted that the beneficiaries identified and paid by the Department of Agriculture (DA) and the Department of Labor and Employment (DOLE) will benefit from second tranche of emergency subsidy and receive top up assistance from the DSWD because what they received from the concerned agency for the first tranche did not reach the prescribed regional subsidy. He said the DSWD will also give cash aid to identified beneficiaries of DOLE and DA who live in ECQ areas.) Under the JMC No. 2, covered by the second phase of SAP are Region III except Aurora Province; National Capital Region (NCR); CALABARZON; Benguet; Pangasinan; Iloilo; Cebu Province; Bacolod City; Davao City, Albay Province and Zamboanga City. The joint memorandum circular specifically provides that only the 3.5 million of the 5 million "waitlisted" beneficiaries will be given the first and the remaining additional beneficiaries will be given only one count of emergency subsidy. Bautista said while, there will be manual SAP distribution in GIDAs and conflict-affected areas, he expect more efficient and faster distribution of the second wave of subsidies following the launch of ReliefAgad application. He said under the second phase implementation of SAP, there will be house-to-house distribution or big venue payout.
