House Speaker Martin Romualdez's willingness to discuss other modes of Charter change (Cha-cha) with the Senate should result to a key meeting between the two chambers even during the ongoing legislative recess. “Speaker Martin’s openness to any Senate proposal on how to pursue constitutional reform, despite the supermajority support in the House for a con-con (constitutional convention) to pursue the  makeover, augurs well for an early meeting between [Cha-cha] proponents in both chambers," Camarines Sur 2nd district Rep. LRay Villafuerte said in a statement over over weekend. Villafuerte, president of the National Unity Party (NUP), said such meeting between lawmakers from the lower and upper chambers would be about "finding a common ground on how to do it (Cha-cha) before the year is over". On Friday Leyte 1st district congressman Romualdez said, "The House leadership...is willing to open discussions with the Senate on their preferred mode of amending the Constitution if that will lead to an agreement between the two chambers." "We are open to consider any proposal of the Senate and will submit such proposal to members of the House. This was what I relayed to Rep. Richard Gomez when he informed me that senators are amenable to economic amendments but through constituent assembly (con-ass)," added Romualdez. The Speaker’s position jibes with the stance of Villafuerte, who earlier said it was immaterial at this stage if senators favored con-con or the con-ass option, since the important thing for the two chambers to do was to “keep the ball rolling” on tweaking restrictive economic provisions of the 1987 Constitution. Gomez had claimed on the sidelines of a meeting of his party, the Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban), that Romualdez and the House had supposedly agreed to the con-ass method. Gomez is not even a member of the House Committee on Constitutional Amendments. Gomez, along with a team of congressmen lead by constitutional amendments panel chairman Cagayan de Oro City 2nd district Rep. Rufus Rodriguez, was supposed to attend a Senate panel hearing on Cha-cha last March 20. It was eventually canceled by the Senate, despite it being on the invite of Senator Robin Padilla, Rodriguez's counterpart chairman. Villafuerte has said that such meeting between the House and the Senate panels on constitutional amendments should still take place, particularly soon, during the six-week summer recess of Congress. Holding the canceled meeting during our  break "will drive home the message on the urgency of constitutional reform, given that we cannot hope to replicate the inrush of FDIs (foreign direct investments) to our more vibrant neighbors for so long as we remain stuck with the antiquated economic provisions of our Constitution on restricted foreign participation in Philippine businesses that that have put off investors", the Bicolano said.
