House Deputy Speaker and Cebu 5th district Rep. Vincent Franco “Duke” Frasco has emerged as the top congressman in Cental Visayas in terms of job performance rating.
Rep. Frasco, husband of Department of Tourism (DOT) Secretary Christina Frasco, garnered a 95.6 percent rating based on independent, non-commissioned "Boses ng Bayan" nationwide survey of RP-Mission and Development Foundation (RPMD).
The latest RPMD survey was carried out between Feb. 25 and March 8, 2023, with a total of 10,000 respondents--all registered voters--taking part.
Rep. Frasco's rating is a 1.6 percentage point improvement over his job performance score of 94 percent from the previous RPMD survey on Central Visayas solons conducted between Nov. 27 and Dec. 2, 2022.
Statistically tied with Rep. Frasco were Cebu 3rd district Rep. Pablo John “PJ” Garcia, with 95.2 percent; and Negros Oriental 2nd district Rep. Manuel “Chiquiting” Sagarbarria, with 95.1 percent.
Dr. Paul Martinez, executive director of RPMD, emphasized that constituents evaluated their district representatives or congressmen on three criteria: “representation”, “legislation”, and “constituent service”.
Meanwhile, Cebu 2nd district Rep. Edu Rama Jr. came in second place behind the trio of Frasco, Garcia, and Sagarbarria with a job performance rating of 91.5 percent, followed by Cebu 1st district Rep. Rhea Gullas in third spot with 88.6 percent.
In fourth place is Lapu-Lapu City Rep. Cynthia Chan, with an 86.4 percent performance rating. Rounding up the top five are Bohol 1st district Rep. Edgar Chatto and Negros Oriental 1st district Rep. Jocelyn Limkaichong, who are statistically tied with their scores of 85.7 percent and 85.5 percent, respectively.
