Senator Francis ‘’TOL’’ Tolentino, chairman of the Senate Blue Ribbon committee, said the Maritime Industry Authority (Marina) and the Philippine Coast Guard bear a large part of responsibility over the Mindoro oil spill .
These agencies allowed the ill-fated M/T Princes Empress to sail although the owner, RDA Reild Marine Services, still had no approved amended certificate of public conveyance (CPC), he said.
\` It was allowed to set sail although it was not sea worthy, Tolentino added.
The most liable for the damages caused by the sinking of the tanker and the continued spilling of 800,00 liter industrial soil content is the transporter - M/T Princess Empress, he explained.
The daughter of the owner of M/T Princess Empress had testified before a Senate committee that the tanker sailed nine times although it had no approved amended CPC before the sinking.
Tolentino, who delivered a privilege speech on the oil spill, said the tanker was formerly the 50-year-old ‘’Dorothy Uno’’.
He said the name ‘’Dorothy Uno’’should have been painted under the ‘’M/T Princess Empress’’ name on the ship.
Just like a car registration where the year model of the vehicle is listed, he explained.
The Senate environment committee chaired by Senator Cynthia A. Villar was expected to resume its hearing on the oil spill incident during the current March-May recess of Congress.
Asked whether international help came slow during a DWIZ radio interview, Tolentino corrected this by saying ‘’to me, it was fast.’’
He said Japanese help came in first after he wrote the government of Japan for help ‘’and (Oriental Mindoro) Governor Dolor thanked for it.’'
The United States and South Korea had said they would help.
