The Senate Committee on Constitutional Amendments and Revision of codes has started drafting its report on a resolution seeking to amend the restrictive economic provisions of the 1987 Constitution, which would then be signed by its members.
This after Senator Robinhood Padilla, committee chairman, decided not to conduct further hearings after having heard opinions of resource persons both in the Senate and in key cities of the archipelago.
On the House of Representatives' openness to discuss the Senate-favored constituent assembly (con-ass) mode to amend the Charter's economic provisions, Padilla replied: ‘’My snappy salute and thanks to the leader of our House of Representatives!’’
‘’The statement of House Speaker Martin Romualdez is a clear sign for me to ensure that I do everything to complete the Committee Report of the Senate Committee on Constitutional Amendments and Revision of Codes and have it signed by our beloved senators,’’ Padilla added.
A bicameral conference committee meeting between the Senate and House of Representatives panels will be scheduled should the Senate adopt Padilla’s resolution.
These panels have to break an impasse on the conflicting modes adopted by the two Legislative chambers on amending the Constitution.
The Padilla panel favors the con-ass mode where the current members of the Senate and the House of Representatives would amend the Constitution and later submit this to the people via plebiscite.
The bigger House, on the other hand, favors the constitutional convention (con-con) mode where billions of pesos would be spent for the election of delegates and for the convention which may lasts for months.
Senate President Juan Miguel "Migz" Zubiri had expressed fears that the first to the last chapters of the Constitution might be taken up in a House-proposed con-con mode.
Both the Senate and the House went on recess Wednesday and will return on May 8.
In last Thursday’s press conference, former President Rodrigo Duterte instructed the Partido Demokratiko Pilipino Lakas ng Bayan (PDP-Laban), where he is the chairman, to support the move of Padilla to amend the restrictive economic provisions of the 1987 Constitution.
PDP Laban Secretary General Melvin Matibag shared in that press conference of the PDP-Laban that the former chief executive has instructed the leadership and senior members of the party to 100 percent rally behind Padilla’s move for charter change.
Padilla made a special mention of Ormoc Rep. Richard Gomez who reported during the press conference that the House of Representatives is likely to adopt Padilla’s position for the convening of a constituent assembly in amending the 1987 Constitution.
Gomez told reporters that House Speaker Martin Romualdez has also agreed to a Senate proposal for the House and the Senate voting separately if that is the way to realize the call for a Charter change (Cha-cha).
For his part, Padilla thanked PDP-Laban for the support accorded his charter change efforts.
