Top gov't, Cabinet officials receive 'high' approval, trust ratings — RPMD survey

President Ferdinand Marcos Jr. and Vice President Sara Duterte led the top government and cabinet officials who received "high" approval and trust ratings in the March 2023 nationwide survey conducted by the RP-Mission and Development Foundation Inc. (RPMD). Based on the results of the “Boses ng Bayan” survey, 88 percent of Filipinos approve of the work done by President Marcos, while 86 percent approve of the performance of Vice President Duterte. Both Senate President Juan Miguel Zubiri and Speaker Martin Romualdez received an approval rating of 60 percent. According to RPMD executive director Paul Martinez, the performance ratings of President Marcos and Vice President Duterte "significantly increased" to +5 percentage points from December 2022, while the approval ratings of Zubiri and Romualdez "substantially increased" by +4 and +7 percent points. Meanwhile, President Marcos received a trust rating of 90 percent, while Vice President Duterte got 92 percent. For Zubiri and Romualdez, the trust ratings are at 65 percent and 63 percent, respectively.

Abalos top Cabinet official

 Martinez noted that Department of the Interior and Local Government (DILG) Secretary Benhur Abalos Jr. topped the Cabinet officials with an “outstanding performance” rating of 85 percent and a trust rating of 90 percent.  The approval and trust ratings for the DILG chief have increased by +7 percentage points each since December 2022, he added. Tourism Secretary Christina Garcia-Frasco came in second with 77 percent approval and 75 percent trust ratings, followed by Executive Secretary Lucas Bersamin with 75 percent approval and 70 percent trust ratings, Information and Communications Technology Secretary Ivan John Uy with 75 percent approval and 88 percent trust ratings, Budget and Management Secretary Amenah Pandandaman with 73 percent approval and 70 percent trust ratings, and Foreign Affairs Secretary Enrique Manalo with 71 percent approval and 67 percent trust ratings.

In 6th to 10th places were Migrant Workers Secretary Susan Ople (68 percent approval, 65 percent trust); Justice Secretary Boying Remulla (68 percent approval, 63 percent trust); Trade and Industry Secretary Alfredo Pascual (68 percent approval, 60 percent trust); Transportation Secretary Jaime Bautista (67 percent approval, 65 percent trust); Solicitor General Menardo Guevarra (67 percent approval, 68 percent trust); Health OIC Rosario Vergeire (67 percent approval, 70 percent trust); Finance Secretary Benjamin Diokno (66 percent approval, 68 percent trust); Science and Technology Secretary Renato Solidum Jr. (66 percent approval, 72 percent trust); Human Settlements and Urban Development Secretary Jerry Acuzar (65 percent approval, 62 percent trust); Public Works and Highways Secretary Manuel Bonoan (63 percent approval, 61 percent trust); and Labor and Employment Secretary Bienvenido Laguesma (63 percent approval, 60 percent trust).

Tulfo, Imee top-performing senators

 According to Dr. Martinez, the RPMD also analyzed the performance of the country’s senators where Raffy Tulfo and Imee Marcos emerged as top-performing lawmakers, both with 87 percent. Senators Bong Revilla Jr., Mark Villar, and Loren Legarda were statistically tied for the 2nd spot with 85 percent performance ratings.  Tied for 4th position were Senators Cynthia Villar and Grace Poe, each receiving a 78 percent job satisfaction rating, while in 5th place was Senator Francis Tolentino with a 76 percent approval rating. Senators Bong Go and Sherwin Gatchalian got approval ratings of 73 percent each, followed by Senators Sonny Angara and Alan Peter Cayetano, who received performance ratings of 70 percent each. Landing in 8th place was Senator Nancy Binay with 68 percent, followed by Senators Koko Pimentel and Risa Hontiveros with 65 percent each.  Senator Pia Cayetano, who got an overall score of 63 percent, was in 10th place. The RPMD survey is an independent and non-commissioned poll that was conducted from Feb. 25 to March 8, with 10,000 adult respondents nationwide. It has a margin of error of +/-1 percent and a confidence level of 95 percent.
