Review devolution to LGUs of big-ticket, high impact projects --- PBBM
President Ferdinand "Bongbong" Marcos Jr. has ordered his development committee to further study the previous administration's order in the implementation of the Supreme Court’s 2018 ruling on the correct share of local governments in national taxes.
Department of Budget and Management (DBM) Secretary Amenah Pangandaman said Marcos made the directive during a sectoral meeting on Tuesday, March 21, in Malacañang.
"So with our meeting this morning, we were tasked again by the President to sit and study the projects and programs po na iiwan po natin sa national government kasi national government lang po ang may kayang gawin itong mga proyektong ito at kung ano po ang mga proyekto naman na ide-devolve natin sa ating mga LGUs po (that will be implemented by the national government given its capacity to handle these projects and what are the projects that will be devolved to the local government units)," Pangandaman said during a Palace briefing.
According to the DBM chief, Marcos presided over a sectoral meeting focusing on the Executive Order (EO) 138 or the full devolution of certain functions of the national government to local governments, creation of a committee on devolution and for other purposes.
The roadmap extending the transition to full devolution from national government to LGUs was discussed during this meeting.
Pangandaman said various concerns from LGUs, especially the implementation of big-ticket and high-impact projects, prompted the administration to restudy EO 138.
"So nung sinabi sa atin ng ating mga LGUs na hindi pa po nila kaya, even given that we are giving them enough funding as a result of the Mandanas case, hindi po nila kaya i-implement yung ibang projects na medyo, ang tinatawag nating mga big ticket and high impact projects po (So, our LGUs told us that they are not able to do it, given that we are giving them enough funding as a result of the Mandanas case, they cannot implement big-ticket and high-impact projects)," Pangandaman said.
"So what we did the President asked us to study this and maybe make an amendment sa ating (on our) EO 138," she added.
The Budget Secretary explained that this concern covers the 4th and 5th class municipalities that do not have enough manpower and resources to implement big projects.
One example of these projects is big irrigation system projects which require technical capacity and expertise for preparation and planning.
"As you know po, our local government units have varying level of capacity. Of course, there are cities that are advanced and developed. And then because they have enough funding, they have enough manpower to implement the projects but there are LGUs po that we know are really lagging po," Pangandaman said.
EO No. 138, which directs the full devolution of certain functions of the executive branch to the LGUs, was issued to aid the efficient implementation of the Supreme Court Ruling on the Mandanas-Garcia case and strengthen the autonomy and empowerment of LGUs.
