The Muntinlupa City government has revised its welfare code for children, updating policies for the protection and welfare of the youth.

Ordinance 2022-032, or the Revised Welfare Code for Children, was passed by the Muntinlupa City Council and signed by Mayor Ruffy Biazon.

The ordinance institutionalizes the rights, welfare, and programs for the protection and betterment of children in Muntinlupa.

Biazon welcomed the move, saying that instituting the rights of children will not only serve as a guide in the implementation of child-safe policies but will also make sure the fundamental rights of children are protected.

The Revised Welfare Code enshrines the basic rights of children, such as the right to life and to essentials such as a home, to food, water, and shelter, and education.

It also spells out the child's protection rights as well as participation rights, such as freedom of expression and thought.

In addition, the revised code protects children from abandonment, abuse, exploitation, trafficking, and activities that generally put them at risk.

The ordinance also listed the responsibilities of children including living as productive members of their families and communities according to their respective ideals and beliefs, and looking out for the welfare of others as well.

As a policy-making guide, the code mandates the establishment of child-friendly hospitals and institutions, and the implementation of policies that support the growth and development of children, such as adequate nutrition and education.

It provides for children with special needs, recognizing them as individuals with rights and responsibilities as citizens.
