Muntinlupa passes ordinance to implement single ticketing system for traffic violations 


The Muntinlupa City government has passed an ordinance adopting the Metro Manila Traffic Code of 2023, implementing a single ticketing system and harmonizing fines and penalties. 

Mayor Ruffy Biazon signed Ordinance 2023-055, which was passed by the Muntinlupa City Council, also known as "Adopting the Metro Manila Traffic Code of 2023 and Institutionalizing the Single Ticketing System in the City of Muntinlupa.”

 Last Feb. 1, the Joint Metro Manila Traffic Circular No. 01 of 2023, or the Establishment of the Metro Manila Traffic Code of 2023, was approved and adopted wherein the Metro Manila Development Authority (MMDA), Land Transportation Office and the 17 local government units in the National Capital Region (NCR) would “spearhead the institutionalization of the unified ticketing system and traffic code.” 

The Muntinlupa ordinance was based on MMDA Resolution No. 23-02 or “The Resolution Approving and Adopting a Single Ticketing System Through the Establishment of the Metro Manila Traffic Code of 2023 which provides for a System of Interconnetivity among Government Instrumentalities involved in the Transport and Traffic Management In Metro Manila with Harmonized Fines and Penalties and Endorsing the Same to the Land Transportation Office and Local Councils for Adoption.” 

Under the Muntinlupa ordinance, the following traffic rules and regulations and their corresponding penalties and/or fines will apply:

- Illegal Parking Attended - P1,000

- Illegal Parking Unattended - P2,000

- Unified Vehicle Volume Reduction Program (Number Coding Scheme) - P500

- Truck Ban - P3,000

- Light Truck Ban -  P2,000

- Reckless Driving - P1,000/ P2,000 /P2,000

- Tricycle Ban - P500

- Obstruction - P1,000

- Dress Code for Motorcycles - P500/ P750 /P1,000

- Overloading - P1,000 

- Defective Motor Vehicle Accessories - P1,000

- Unauthorized Modification - P2,000

- Arrogance/Discourteous Conduct - P500

- Loading and Unloading in Prohibited Zones - P1,000

“The payment of fine/s shall be made within the prescribed period stated in the Uniform Ordinance Violation Receipt (UOVR),” according to the ordinance. 

The UOVR will be used for physical apprehension under the Single Ticketing System and will “be recognized by the Metro Manila Development Authority (MMDA), Land Transportation Office (LTO), and all Local Government Units' deputized or authorized traffic personnel as a valid traffic citation receipt and temporary driver's license within Metro Manila pursuant to Section 34 of the Metro Manila Traffic Code.”

The new Muntinlupa traffic ordinance will be implemented by the MMDA, Philippine National Police, Muntinlupa Traffic Management Bureau (MTMB), and other individuals deputized as traffic enforcers by the mayor.
