Rules rewriting panel to handle Makabayan's bid for full face-to-face sessions--Dalipe

The House leadership will give appropriate action to the Makabayan bloc's resolution asking for the return of full face-to-face plenary sessions in the lower chamber. This, after Majority Leader and Zamboanga City 2nd district Rep. Mannix Dalipe said he would refer the measure to the appropriate, albeit relatively new, committee. "As part of the legislative process, House Resolution (HR) No.859 will be referred to the rules rewriting ad hoc committee for its consideration," Dalipe said in a statement Tuesday afternoon, March 14. Dalipe chairs the powerful Committee on Rules. One of the filers of HR No.859, ACT Teachers Party-list Rep. France Castro, said earlier Tuesday in justification of the measure: "It is unfortunate and ironic that while the country has mandated all schoolage children from the youngest Kindergarten pupil to the oldest college student and all  workers and employees in public and private offices and workplaces to return to prepandemic face-to face reporting, this is not so with the members of the House of Representatives." Plenary attendance via electronic or virtual means, Zoom in particular, became a necessity at the onset of the Covid-19 pandemic in early 2020. Now it has been normalized and provided for by current House rules. The militant Makabayan solons have argued that full face-to-face plenary sessions would allow for more thorough and exhaustive debates on important bills and issues. Deputy Majority Leader and Iloilo 1st district Rep. Janette Garin had said during the Feb.28 plenary session that the rules rewriting panel had been created recently and that it held its first meeting on Feb. 27. "There is a process that we are undergoing, but the rules as it is now state that electronic platforms are still considered in terms of determining the presence of a quorum," she said. At that time, Garin was responding to a manifestation from independent minority solon Albay 1st district Rep. Edcel Lagman, who had also been prodding the House leadership to bring back full face-to-face plenary sessions.
