The House Committee on Public Order and Safety will not be inviting Negros Oriental 3rd district Rep. Arnolfo "Arnie" Teves Jr. to its motu proprio investigation on the assassination of Negros Oriental Governor Roel Degamo.
According to committee chairman, Sta. Rosa City lone district Rep. Dan Fernandez, the panel probe will focus on the alleged lapses of the Philippine National Police (PNP) personnel that were supposed to provide security to the slain governor.
The controversial Teves is being implicated in the March 4, broad-daylight assassination of his provincemate.
"Sa ngayon hindi namin siya iniimbitahan doon sa hearing kasi nga yung focus namin ay tungkol doon sa security na nagkaroon ng lapses sa kanilang trabaho (For now, we're not inviting him to the hearing because our focus is about the security that committed lapses in their job)," Fernandez said of Teves.
"Out of six eh isa lang yung nandun. Somehow may basis yung sinabi ni Speaker [Martin Romualdez] (Out of six police escorts, only one was present. Somehow what Speaker Martin Romualdez is saying has basis). So we need to investigate that," he said.
"At baka may kuneksyon ito sa mas malawak na problema ng ating PNP, ano yung pagkukulang nila di ba? (And maybe there's a connection to a bigger problem within our PNP, where are their shortcomings?)" the panel chairman further said.
Asked to react on his colleagues Teves' implication in the crime, Fernandez said that he's "innocent until proven guilty".
"I'm pretty sure baka ma-discuss din yan, but of course syempre alam naman natin na we have to balance everything eh. Kasi nga, presumed innocent siya until proven guilty at wala pa ngang nafa-file na kaso so, usually ano pa naman yan eh, collating all the evidences and then preliminary investigation.At korte naman ang maghahawak niyan (I'm pretty sure that will be discussed in the hearing, but if course we know that we need to balance everything. It's because he's presumed innocent until proven guilty and he doesn't even have a case yet, usually it's evidence-gathering and then preliminary investigation. And it's the court that will handle it)," he said.
The House panel will hold its first hearing on the issue of the slain Degamo's "missing" police escorts on Tuesday, March 14.
