The Civil Service Commission (CSC) started on Monday, March 13 to accept applications for the Basic Competency on Local Treasury Examination (BCLTE) slated on June 11, 2023.
In a statement, it stated that the application period will run from March 13 to April 12.
The CSC advised interested applicants to file early, as it stressed that acceptance of applications will be on a first-come, first-served basis and may close any time before the deadline once the CSC Regional or Field Office (CSC RO/FO) has reached its target number of applicants.
There are 16 testing centers, one in each region, where applicants can choose to take the examination. They must coordinate with the CSC RO or FO with jurisdiction over their preferred testing center to know the applicable mode/s of filing the application and the corresponding procedures, as well as for the availability of slots. The directory of CSC ROs and FOs is available on the CSC website at [www.csc.gov.ph](http://www.csc.gov.ph).
For the complete text of application requirements and procedures, BCLTE applicants are advised to thoroughly read Examination Announcement No. 01, s. 2023 posted on the CSC website.
Administered by the CSC in cooperation with the Department of Finance-Bureau of Local Government Finance, the BCLTE is intended to establish a roster of eligibles for certain functional positions in government.
The resulting eligibility of this exam, the Local Treasurer Eligibility, is a second-level eligibility appropriate for appointment only to Local Treasurer and Assistant Local Treasurer positions, and to positions under the Financial Services in the civil service, which do not involve practice of profession and are not covered by any Bar/Board or special law.
The BCLTE is part of the Standardized Examination and Assessment for Local Treasury Service Program of the Department of Finance, which seeks to professionalize the ranks and improve the competencies of treasurers. It is meant to improve the recruitment and selection process in the local treasury service.
