(Update) A short timeline: Cha-cha in the House, 19th Congress edition

Be an instant expert on the House of Representatives' bid in the current 19th Congress to pursue ammendments to the existing 1987 Constitution--otherwise known as Charter change (Cha-cha)--by reading this short but concise timeline.

Dec. 14, 2022-- The House Committee on Constitutional Amendments holds its organizational meeting for the 19th Congress. Panel chairman, Cagayan de Oro City 2nd district Rep. Rufus Rodriguez announces that they will be taking up the measures calling for Cha-cha the following month, after the Congress' holiday break. These measures include Resolutions of Both Houses (RBH) Nos. 1 to 5.
Jan. 26, 2023-- The constitutional amendments panel officially tackles the pro-Cha-cha bills filed in the 19th Congress for the first time. The invited resource persons gave their comments for and against amending the 1987 Constitution. A framer of the Constitution, Christian Monsod, reminded the congressmen that the 1986 EDSA "People Power" revolution inspired the creation of the existing Charter. Meanwhile, Dionisio Donato Garciano said that Filipinos should "give the benefit of the doubt" on the "good intentions" of the solons to revise the Constitution.
Feb. 6-- Resource person and former "Battle of the Brains" finalist, Ateneo de Manila graduate Orion Dumdum, gives an impassioned rationale about why the Constitution should be amended, if only to fix its economic provisions. Dumdum, now a Singapore-based overseas Filipino worker (OFW), lamented over how the bright and talented Filipinos have lost hope for the country and ultimately left their motherland for greener pastures abroad.
Feb. 10-- The Rodriguez committee launches a series of provincial public consultations on Cha-cha, starting in Cagayan de Oro. Later that week, similar consultations would would held in Iloilo; San Fernando, Pampanga; and San Jose del Monte City, Bulacan.
Feb. 13-- Rodriguez brushes aside a remark from President Ferdinand "Bongbong" Marcos Jr. that amending the Constitution isn't a priority of his administration. The Chief executive also said that gaining more foreign direct investment (FDI) for the Philippines was attainable even if the economic provisions of the Constitution--which Cha-cha proponent have described as among the most restrictive in the world--remain intact. “We respect the opinion of President Ferdinand Marcos Jr. on constitutional amendment measures. We will of course consider it. But as an independent branch of government, the House of Representatives and Congress will proceed with its public dialogues on this issue,” Rodriguez said.
Feb. 20--  Retired Supreme Court (SC) Chief Justice Reynato Puno, during a panel hearing where he was an invited resource person, suggested that a "hybrid" constitutional convention (con-con) be used in coming up with possible amendments to the Constitution. He said that a hybrid con-con would be composed not only of elected delegates, but of appointed ones as well. Puno's suggestion goes over well with the committee members.
Feb. 22--  The committee approves Resolution of Both Houses (RBH) No. 6 and endorses it to the plenary. The measure's title reads, "Resolution of Both Houses (RBH) calling for a constitutional convention to propose amendments to, or revision of, the 1987 Constitution, appropriating funds therefor". The aim is to adopt Puno's pitch for a hybrid con-con. During plenary session later that day, Rodroguez delivers his sponsorship speech for the RBH No.6, marking the start of plenary debates on the measure.
Feb. 27-- The second day of plenary debates on RBH No.6 takes place.
Feb. 28-- RBH No.6 is approved on second reading via voice vote by the House plenary after just three days worth of debates.
March 1-- Rodriguez admits that the would-be con-con delagates would be able to propose any kind of amendment to the Constitution, and not just economic amendments. However, he appeals to the future delegates to limit their proposals to the lifting of the Charter’s restrictive economic provisions. Later in the plenary, Rodriguez sponsors House Bill (HB) No.7352, which the Mindanaoan described as the accompanying measure of RBH No.6. The full title of HB No.7352 reads, "An Act implementing Resolution of Both Houses No.6 of the Congress of the Philippines calling for a Constitutional Convention to propose amendments to, or revision of, the 1987 Constitution, appropriating funds therefor, and for other purposes". He said the proposed hybrid con-con will be composed of 251 elected delegates and 63 appointed delegates, for a total of 314.
March 6-- RBH No.6 is overwhelmingly approved by the chamber on third and final reading via nominal voting. The voting result is 301-6-1 (yes-no-abstain).
March 7-- HB No.7352 is passed by the House on second reading via voice vote.
March 14-- HB No.7352 is approved on third and final reading via nominal voting. The voting result is 301-7-0 (yes-no-abstain)
