BUTUAN CITY – A New People’s Army (NPA) commander in the Caraga region surrendered to the Army 3rd Special Forces Battalion in Barangay Saint Christine, Lianga, Surigao del Sur on Thursday, March 9.

The military said “Commander Tuloy” abandoned the armed struggle due to the continued focused military operations (FMOs), lack of logistical support, and “longing for his family.”
Lt. Col. Alex D. Mindalano, chief of the Public Affairs Office (PAO) of the Armed Forces Eastern Mindanao Command (Eastmincom), said Commander Tuloy turned over nine AK47 rifles and seven fully loaded magazines with live ammunition.
Mindalano said Tuloy was squad leader of the Sandatahang Yunit Pampropaganda-Interyor/Grupong Staff (SYP-I/GS), Headquarters Force, Sub-Regional Committee (HQF, SRC) Southland of the CPP-NPA North Eastern Mindanao Regional Committee (NEMRC).
“This commander was also tired of running, lack of food support in the mountains, and longing for his family that forced him to surrender,” the Eastmincom PAO chief added.
The military is now facilitating his documents to enable him to avail of the Enhanced Comprehensive Local Integration Program (E-Clip).

Almerol, commanding general of the AFP Eastmincom linked Commander Tuloy’s surrender to decline in NPA-influenced barangays in the Caraga region as per the fourth quarter 2022 Joint AFP-PNP Intelligence Committee (JAPIC)-Eastern Mindanao Area Periodic Status Report on Threat Groups (PSRTG).
