Baguio City police top evaluation rating for third straight month


BAGUIO CITY – The Baguio City Police Office under the leadership of Col. Francisco Bulwayan Jr. topped the Police Regional Office-Cordillera’s Unit Performance Evaluation Rating (UPER) for the third consecutive month.

The BCPO, which topped the UPER stating last November, obtained a 93.94 percent rating for January among the seven PRO-Cordillera Units.

The Kalinga Provincial Police Office was second with a 92.50 percent rating, Mountain Province PPO, third, 91.35 percent; Benguet PPO, fourth, 91.32 percent; Ifugao PPO, fifth, 91.10 percent; Abra PPO, sixth, 90.14 percent, and Apayao PPO, seventh, 89.36 percent.

The UPER was based on administrative and operational compliance and accomplishments. The BCPO’s vigorous efforts in implementing discipline, ensuring personnel morale and welfare, assuring placement and promotion, and managing personnel and records adhered to UPER parameters.

The Philippine National Police (PNP) developed the UPER as a standard evaluation tool to assess the performance and progress of all police offices and units around the country.
