PPCRV yields 98.73% match rate in more than 60,000 election returns
Church-based poll watchdog Parish Pastoral Council for Responsible Voting (PPCRV) on Thursday, May 19, said that their latest poll validation showed that out of 65,172 fully encoded election returns (ERs), a total of 64,341 have matched the electronically-transmitted copies, producing a match rate of 98.73 percent.

PPCRV Director for Youth Affairs Jude Liao disclosed this in a press briefing held Thursday afternoon, adding that as of 5 p.m. on Wednesday, May 18, a total of 81,692 physical ERs have so far arrived at PPCRV’s Command Center.
“The difference of 830 is accounted for as follows: 105 ERs have not yet been compared, this will be included in the next batch of processing or matching, 341 ERs may no longer be matched as they do not have electronically-transmitted counterparts, this is primarily due to the failure of some VCMs to transmit. Lastly, 384 ERs have been identified for revalidation,” said Liao.
PPCRV’s data likewise revealed that they have yet to receive poll returns overseas. Upon being questioned, Liao said that they are expecting the arrival of these within the week.
Extension of operations
PPCRV’s operations at its Command Center in Quadricentennial Pavilion inside the University of Santo Tomas will only be until Friday, May 20. The church-backed poll watchdog will then transfer to another location to manually audit more election returns.
Liao disclosed that as much as possible, they are aiming to encode and validate “as many as they can.”
“Sana 100 percent, but last 2019, we got 88 percent ERs received physically, so hopefully ma-reach pa rin natin ang target na ‘yun – at least 88 percent, but if we get more, that will be very much appreciated. As of now we have more ERs coming in, so hopefully ay umabot tayo sa 88 percent (Hopefully we hit 100 percent, but last 2019, we received 88 percent of physical ERs, so hopefully we will be able to reach that target of at least 88 percent. However, if we get more, that will be very much appreciated. As of now we have more ERs coming in, so hopefully we reach that 88 percent),” Liao added.
