LPA, 'habagat' to bring scattered rains across Metro Manila, parts of Luzon, Visayas

The cloud cluster east of Luzon has formed into a low pressure area (LPA) on Tuesday afternoon, Sept. 20, said the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
In its weather forecast, PAGASA said the LPA was last seen 715 kilometers east of Baler, Aurora at 3 p.m.
Weather specialist Ana Clauren-Jorda said the LPA has a slim chance of developing into a tropical depression as of Tuesday afternoon.
The weather disturbance was moving eastward or away from the country, Clauren-Jorda added.
However, PAGASA said the LPA will enhance the southwest monsoon or “habagat,” which may bring scattered light to moderate rains and thunderstorms over Metro Manila, Cavite, Laguna, Batangas, Rizal, Quezon, Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon, Palawan, Eastern Samar, Samar, Northern Samar, Central Luzon, Bicol Region, and Western Visayas in the next 24 hours.
It warned against possible flash floods or landslides during moderate to heavy rains in these areas.
Meanwhile, the rest of the country will continue to have “generally fair weather” due to partly cloudy to cloudy conditions with chances of rain showers or thunderstorms.
The public is advised to stay vigilant against possible flash floods or landslides during severe thunderstorms, which are often accompanied by sudden heavy rains, lightning, thunder, gusty winds, and sometimes hail.
Although there is no gale warning that is in effect over the country’s seaboards, PAGASA still advised fisherfolk and seafarers to remain vigilant as moderate to rough seas may prevail over extreme Northern Luzon.
Meanwhile, PAGASA said the rest of the archipelago will have slight to moderate seas.
