President Duterte wants countries that continue to contribute to the worsening climate change crisis be sanctioned as he expressed disappointment on the apparent lip service of those that do not comply with climate-related agreements.

"Unless there is sanction, walang mangyari dito... Kaya gusto nating gumanti rin, wala man tayong magawa (Nothing will happen. That's why we need to take revenge, but we cannot do anything)," he said in his public address aired early Tuesday morning as he quipped about just bringing the destructive typhoons to the U.S. and Europe.

The problem with these countries, Duterte said, is that "they see the damage" of the worsening climate change, but what they only do is to give a meager cash assistance "as an atonement maybe for their failure to help planet Earth."

"We don't need that," the President said.

Duterte said what is needed is the "positive commitment" of these countries "to improve their carbon emissions" because the waters in the Pacific Rim continue to get warmer while the Arctic and the Antarctic ice are melting. And it's the poor countries that suffer its effects, he added.

"You know, if you really want compliance about anything in this planet, you have to have sanctions for violations or there are rules and you know, if you do not follow the rules, then the consequences are there," he said.

"But who gets the most suffering? It's us, iyong mahihirap (the poor countries)," he added.
