The YES to Green Program was created when Gov. Nina issued Executive Order No. 11 Series of 2013 to work hand-in-hand and coordinate with other allied institutions/programs of the government to attain its objectives through an integrated approach.
The pro-environment program has been committed to reinforce and complement the efforts of the national government in health and environment promotion, as well as providing employment and livelihood opportunities through waste recycling.
It was institutionalized under Sangguninang Panlalawigan Ordinance No. 11, Series 2015 and has six major components consisting of cleaning, greening, recycling, tourism, environment and natural resources, and disaster risk reduction and management.
Launched on Sept. 26, 2013, the YES Program aims to heighten people’s consciousness on sound environment policies and practices to improve the capacity and capabilities in addressing environmental issues, especially climate change. The program includes forest conservation, and the appropriate and proper practice of waste gathering, segregation, transport, storage treatment, recycling, and disposal of solid waste through the best environmental practices.
The YES Program has succeeded in institutionalizing policies and practices in the entire province in the promotion and protection of the global environment to attain sustainable development. Its concerns go beyond addressing environmental issues and problems, but also poverty alleviation, health and nutrition, shelter and livelihood, tourism development, among others.
Since its creation, the YES Program, has reached every barangay, and municipality in the province, through awareness on environmental protection and responsible citizenship and has promoted safe environment, resource conservation and effective utilization on school-based integrated food production.
It has capacitated hundreds of stakeholders including the academic sector and students.
Public and private schools in the province have institutionalized its own livelihood and feeding programs through its school yard vegetable, poultry and fish production, supplementing the health programs of the Department of Education (DepEd).
