More than 48,000 individuals have been affected by rains, flooding, and landslides brought by a low pressure area (LPA) in Caraga (Region 13) which triggered search and rescue operations from the Philippine Army's (PA) 4th Infantry Division (4ID) and Philippine Coast Guard (PCG), authorities said Monday, Feb. 20.

A report from the National Disaster Risk Reduction and Management Council (NDRRMC) said a total of 13,070 families or 48,565 individuals were affected by rains, flooding, and landslides in Caraga due to the effects of an LPA over the weekend. There were 128 flooded areas in Agusan del Sur (49), Agusan del Norte (35), Surigao del Norte (seven), Surigao del Sur (eight), and Butuan City (29). Seven roads and one bridge were also deemed not passable for motorists in these areas.
In Agusan del Sur, 56 families were evacuated to a gymnasium by elements of the 65th Infantry Battalion after they were affected by flashfloods in the town of Sibagat.
Meanwhile, the 29th Infantry Battalion Quick Reaction Team (QRT) conducted road clearing operations and evacuated affected residents in Brgy. Poblacion in the town of Santiago and in Brgy. Tagmamarkay in the town of Tubay both in Agusan del Norte.
Further, troops from the 23rd Infantry Battalion also rescued and evacuated affected residents due to flooding in Brgy. Buhangin and Brgy. Mahay while Army reservists from the 1501st Ready Reserve Infantry Battalion braved knee- to chest-deep floods to rescue trapped residents in Brgy. Santo Nino and Brgy. Libertad all in Butuan City. The Coast Guard District Northeastern Mindanao also evacuated affected residents in Sitio Mahogany, Butuan City.
In Surigao del Norte, troops from the 30th Infantry Battalion provided manpower, transportation, and security assistance to residents trapped by rising floodwaters in Brgy. Pongtud in Alegria town.
Relief operations were also conducted by the 75th Infantry Battalion and 3rd Special Forces Battalion in San Miguel and Lianga municipalities in Surigao del Sur.
Maj. Gen. Wilbur Mamawag, commander of the 4th Infantry Division (4ID), said the collaborative efforts of the local government units and the military resulted in coordinated humanitarian assistance and disaster response (HADR) operations.
“This guaranteed the safety and welfare not only by the affected residents but also the troops and other rescuers,” he said.
So far, no casualty has been reported by the NDRRMC due to the bad weather in Caraga.
