President Ferdinand "Bongbong" Marcos Jr. has named Bienvenido Y. Rubio as the new Customs Commissioner.

Malacañang made the announcement on Friday, Feb.10.
Rubio will replace Yogi Filemon Ruiz as the agency's top official. Prior to the appointment, Rubio was the director of the Bureau of Customs (BOC)-Port Operations Service under the Assessment and Operations Coordinating Group which is tasked to advance the implementation of policies in enhancing port utilization and monitoring the storage, auction, and disposal activities of all collection districts.
According to the Customs bureau, Rubio was first assigned as Special Agent 1 in 2001.
He was later promoted as a Special Investigator, then as Intelligence Officer I, and was later designated as the officer-in-charge of the Intelligence Division for the Manila International Container Port (MICP) and the Port of Manila until 2013.
After holding the positions of Intelligence Officer III and IV from 2013 to 2021, he was appointed by former president Rodrigo Duterte in January 2021 as Director III.
As the new Customs chief, Rubio is tasked to realize the President's marching orders to hit and surpass the revenue target of the bureau, simplify and secure the facilitation of trade, curb smuggling of any form, and uplift the morale of the men and women of the bureau.
The designation of a new Customs Commissioner came over six months after Marcos tapped Ruiz to lead the bureau in July.
