DILG issues guidelines on community-based drug rehab program

The Department of the Interior and Local Government (DILG) has issued specific guidelines to enhance the adoption of the Anti-Drug Abuse System (ADAS) at the local government units (LGUs) in the Cordillera Administrative Region (CAR).

In a statement on Tuesday, Jan. 31, the DILG-CAR said the move is in pursuit for an efficient campaign against trafficking and use of dangerous drugs and other similar substances as part of the community-based drug rehabilitation program reporting system.

“The reporting system for the quarterly submission of the Community-Based Drug Rehabilitation Program (CBDRP) report will ensure the continuous improvement and performance of Anti-Drug Abuse Councils (ADAC) in the implementation, monitoring, and evaluation of anti-illegal drug activities and the compliance of the LGUs in implementing the program,” DILG-CAR Director Araceli San Jose said.

San Jose also underscored that the LGUs shall revitalize and strengthen their respective Anti-Drug Abuse Councils (ADACs) and ensure their functionality and effectiveness.

She stressed that the City/Municipal ADAC Focal Persons should gather and ensure the consolidation of reports, ensure completeness of data and endorse the reports to the Local Chief Executive (LCE) for signature and the issuance of CDBRP Certification.

“The ADAC Focal Person should also validate, encode and upload all data from the reports to the ADAS every 10th day of the ensuing month of every quarter and the City/Municipal Local Government Operation Officer (C/MLGOO) should review and validate all encoded data by the LGU ADAC Focal Person in the ADAS before submission to the Provincial Office and maintain a copy of all attached Means of Verification (MOVs) consolidated quarterly on each calendar year,” she added.

In 2017, the DILG through the National Barangay Operations Office (NBOO) monitored the submission of CBDRP quarterly reports by manual encoding through Google Drive linked to the DILG Regional and Provincial Offices.

In the interest of strengthening systems and data organizations, the DILG through its Information Systems Technology Management Services (ISTMS) developed the ADAS as its monitoring and reporting system.

San Jose reminded the LGUs to comply with the guidelines in order to avoid relevant sanctions. (Chito A. Chavez)
