With elevated prices of rice still a big problem for many Filipinos, House Speaker Martin Romualdez led the launch Saturday, Dec. 9 of the Cash and Rice Distribution (CARD) Program in Iloilo.
The CARD Program--a brainchild of Romualdez's--is implemented through the Department of Social Welfare and Development (DSWD). It aims to provide vulnerable families with cash and rice, which is the staple food of Filipinos.
“Ngayong araw po ay pormal nating sisimulan ang programang Cash Assistance and Rice Distribution o CARD program dito sa inyong probinsya,” said Romualdez during his keynote address at the launch of the project in Guimbal Gymnasium in Guimbal town, Iloilo.
(Today we formally start the Cash Assistance and Rice Distribution or CARD program here in your province.)
The CARD Program is the House leader's answer to the call of President Marcos to provide rice and financial assistance to poor Filipino families through the legislative districts of the House of Representatives.
The launch of the program--like the previous event in Bukidnon--coincided with the launch of the Bagong Pilipinas Serbisyo Fair (BPSF) in Iloilo, which was held at the Guimbal National High School.

In Iloilo, a total of 3,000 beneficiaries were identified to receive P2,000 worth of cash and rice assistance: specifically, a 25-kilogram sack of rice and P1,000 in cash to buy other food essentials.
Beneficiaries, which include senior citizens, persons with disabilities (PWDs), solo parents and indigenous peoples (IPs), were selected by the DSWD. The CARD Program launch also featured booths for the purchase of cheaper rice.
The program was earlier launched in Metro Manila, covering all its 33 legislative districts with each having 10,000 beneficiaries--a total of 330,000 beneficiaries. It was also launched in Bukidnon and Isabela in November.
Romualdez explained that like the BPSF caravan, the CARD Program will also make rounds nationwide to serve constituents of the 250 congressional districts in the Philippines.
