RDC-7 gains bared in final meeting for 2023


CEBU CITY – The provincial government of Bohol on Thursday, December 7, hosted the fourth council meeting of the Regional Development-Central Visayas (RDC-7) in Tagbilaran City, Bohol.

Bohol Gov. Erico Aristotle Aumentado,  RDC-7 chairman, presided over the meeting where he presented the accomplishments of the council. Among the accomplishments was the approval of the Central Visayas Regional Development Plan (CV-RDP) for 2023-2028.

A provincial roadshow at the Bohol Cultural Council followed after the full council meeting where local government units (LGUs) and various stakeholders in Bohol sought support for the implementation of the CV-RDP. 

The RDC in its third quarter meeting approved the banner slogan dubbed “S.I.E.T.E. T.A.!” which stands for Sustainable and Inclusive Development.

The National Economic Development Authority (NEDA) explained that “TA” is also a call for unity among Central Visayans in co-creating their collective vision for the region. 

The RDC also adopted five banner strategies to achieve its program. 

This includes encouraging investments in the development of other water sources such as surface water, desalination, and air-to-water technology, fund resource generation through public-private partnerships, boosting local agriculture and fisheries sector, ensuring safe and affordable food and agricultural products, and sustaining the whole-of-nation approach to counter insurgency and terrorism in Central Visayas.

During the final council meeting for the year, RDC-7 adopted resolutions on important programs and projects such as the review of reclamation projects nationwide, encouraging the passage of local ordinance on digital transactions in the market under the PalengQR PH Plus program, E-ticketing and cashless payments in Region 7 ports, enforcement of laws on protected areas, the use of Digital Cadastral Database and Rapid Land Tenure Appraisal, and formulation of an ICT roadmap. 

RDC-7 also expressed support for the creation of the Department of Water Resources and Water Regulatory Commission as well as the move to include the Tourism Road Infrastructure Program in the budget of the Department of Tourism and the Roads Leveraging Linkages of Industry and Trade in the allocation of the Department of Trade and Industry instead of the Department of Public Works and Highways.

The meeting also approved resolutions for overseas development assistance funding options for the Tagbilaran-Panglao Offshore Bridge, the inclusion of Pang-Agraryong Tulay para sa Bagong Bayanihan ng mga Magsasaka bridges of the Department of Agrarian Reform in the Regional Development Investment Plan, and permanent housing projects for typhoon Odette-affected families.  

Also, Aumentado, along Tagbilaran City Mayor Jane Yap and NEDA Regional Director Jennifer Bretaña, awarded the winners of the 2023 Regional Search for Outstanding Volunteers. 

Therese Erlyn Napuli and lawyer Rester John Nonato was named outstanding volunteers in the individual youth and adult categories, respectively. 

Bayawan City Chaplaincy and Faith Community Federation Inc. topped the non-profit organization category. 

The regional search is a centerpiece activity for the National Volunteer Month of December to recognize the exceptional contribution of individuals and organizations to nation-building and national development.
