Speaker Martin, Sandro top performance survey among congressmen

Speaker Martin Romualdez and Senior Deputy Majority Leader Sandro Marcos topped a recent nationwide survey by the RP-Mission and Development Foundation Inc. (RPMD) on top performing district-based solons in the House of Representatives. 

Results of the RPMD survey showed that Romualdez, who represents Leyte’s 1st district, garnered a lofty rating of 96.0 percent. 

Not far behind was presidential son, Ilocos Norte 1st district Rep. Marcos, who garnered 95.8 percent. 

Incidentally, Lakas-Christian Muslim Democrats (Lakas-CMD) President Romualdez mentored Marcos during the previous 18th Congress when the latter was still part of his staff. Marcos is a neophyte solon in the current 19th Congress.  

Dr. Paul Martinez, a global affairs analyst and the executive director of RPMD, said the performance evaluation of district representatives hinged on three main pillars: effectiveness in district representation, legislative accomplishments, and the quality of constituent services. 

In order to be considered for national recognition, candidates must first achieve the top rank in their respective regions, he said. 

Carried out from Sept. 20 to 30, 2023, the survey involved 10,000 respondents, carefully selected from a large voter pool of 65 million. 

Rounding up the top 10 House members were Kristine Singson-Meehan (Ilocos Sur, 2nd district), who earned a rating of 95.6 percent; Duke Frasco (Cebu, 5th district), 95.5 percent; Toby Tiangco (Navotas City, lone district), 95.3 percent; Pablo John Garcia (Cebu, 3rd district), 95.3 percent; Stella Quimbo (Marikina City, 2nd district), 95.2 percent; Chiquiting Sagarbarria (Negros Oriental, 2nd district), 95.2 percent; Jolo Revilla (Cavite, 1st district), 95. 1 percent; and Ralph Tulfo (Quezon City, 2nd district), 95.1 percent. 

Statistically tied with these group of solons was Camille Villar (Las Piñas City, lone district), with 95.0 percent. 

Meanwhile, Tingog Party-list Reps. Yedda Marie Romualdez and Jude Acidre ruled the list of the five top performing party-list groups after getting a joint score of 97.5 percent. 

A far second place is Alfred Delos Santos (Ang Probinsyano Party-list), with 90.8 percent. He is followed by Bryan Revilla (Agimat Party-list), 90.5 percent; Jocelyn Tulfo and Erwin Tulfo (ACT-CIS Party-list), 90.1 percent; Marcelino Libanan and JC Abalos (4Ps Party-list), 88.7 percent; Ramon Gutierrez and Bonifacio Bosita (1-RIDER Party-list), 87.2 percent; and Anna Marie Villaraza-Suarez (ALONA Party-list), 86.5 percent. 

The RPMD survey has a margin of error of ±1 percent.
