Former National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) spokesperson Lorraine Badoy was cited in contempt and ordered detained Tuesday night, Dec. 5 by the House Committee on Legislative Franchises.
Badoy's citation and penalty came as a result of her supposed refusal to tell the truth during the committee's discussion of possible franchise violations of TV network SMNI.
Badoy and Jeffrey "Ka Eric" Celiz are co-hosts of "Laban Kasama Ang Bayan", a daily program at the controversial network. Celiz was cited for contempt earlier in the hearing and whisked away to his detention area.
Manila 6th district Rep. Bienvenido Abante Jr. was the one who moved to cite Badoy in contempt.
Abante cited Section 11 of the rules as reason for citing the former NTF-ELCAC official in contempt.
"Refusal to answer in a relevant inquiry, acting in a disrespectful manner because she was found lying, Mr. Chair. That would be my reason," the pastor-congressman told the panel chaired by Paranaque City 2nd district Rep. Gus Tambunting.
After this, ABANG LINGKOD Party-list Rep. Joseph Stephen "Caraps" Paduano moved to have the SMNI program host detained at the House of Representatives "until the committee report of this investigation will be adopted in the plenary".
This was the same detention period that was handed down for Celiz.
The congressmen at the hearing got irked when Badoy failed to disclose upfront that her program earned profits from advertisers. Apparently, she and Celiz take a 25 percent cut each from these profits; the remaining 50 percent goes to SMNI.
When Quezon 2nd district Rep. Danilo "Jay-jay" Suarez asked Badoy to identify her advertisers, the latter struggled to remember them and claimed that there were very few.
"You should remember them better because they are few," Suarez said in Filipino. Badoy wouldn later name a gasoline company.

For his part, Abante said: "Because Madam Badoy has admitted that she is not a bloc timer, and that she is not paying any dues to SMNI, therefore, she is part of the company."
It was on the program Laban Kasama Ang Bayan wherein Celiz and Badoy floated in commentary style the allegation that House Speaker Martin Romualdez spent a whopping P1.8 billion on his travels.
Celiz admitted in an earlier hearing that he was fed wrong information by his source.
