The Marcos administration has assured that the newly enacted Public-Private Partnership (PPP) Code of the Philippines will not lead to any interruptions in the ongoing projects.
In a statement on Saturday, Dec. 23, the PPP Center said the government has a policy-making body to ensure a smooth transition and continuity of all its projects with the implementation of Republic Act No. 11966.
On Dec. 21, the PPP Governing Board (PPPGB) approved interim guidelines to provide direction to stakeholders, and prevent delays in ongoing projects due to the enactment of the new legislation.
The PPPGB is chaired by National Economic and Development Authority (NEDA) Secretary Arsenio M. Balisacan.
RA 11966, also known as the PPP Code of the Philippines, has officially come into force on Dec. 23. This legislation consolidated the country's various PPP legal frameworks under one comprehensive law.
Under the law, the PPPGB shall serve as the Implementing Rules and Regulations (IRR) Committee tasked with issuing the Code’s IRR within 90 calendar days from its effectivity.
“In anticipation of the issuance of the IRR, the PPPGB has taken proactive measures to ensure the smooth transition and continuity of ongoing PPP projects in the country,” the center said.
PPP Center said the interim guidelines offer clarity on the applicable rules for projects after the law becomes effective but before the promulgation of the IRR.
“These guidelines will remain valid until superseded by subsequent interim guidelines or upon the effectivity of the IRR,” PPP Center said.
The PPP Code of the Philippines was signed into law by President Marcos on Dec. 5, and was published in a newspaper last Dec. 8.
