DAVAO CITY – The Department of Human Settlements and Urban Development (DHSUD) and the Office of the Presidential Assistant for Mindanao-Eastern (OPAMINE) aim to build about 180,000 housing units in Davao City following the launching of President Ferdinand R. Marcos Jr.’s national housing program.
OPAMINE Leo Tereso A. Magno unveiled plans for the housing program here during the year-end Kapehan sa Dabaw at SM City Davao on Monday.
He said that based on studies of the DHSUD and National Housing Authority (NHA), Davao City alone needs 180,000 housing units.

“The proposal to build the needed housing units in Davao City is now being reviewed. There are already proposals. The DHSUD has examined three to four areas owned by the city government of Davao,” Magno said, adding that they are also coordinating with Mayor Sebastian Duterte.
Duterte, in an earlier message, said the city government affirmed its shared responsibility to address the housing needs of its people through Pambansang Pabahay para sa Pilipino housing program.
4PH recognizes shelter as a fundamental human right and a foundation of thriving, vibrant communities.
Magno said the DHSUD has pinpointed Lasang, Talomo, and Langub in Ma-a District and is checking other areas for the construction of affordable housing units for poor, aligning with the goals of 4PH.
The 4PH was launched in September to deliver economical housing solutions for the homeless in the Philippines. The goal is to construct one million housing units each year, ultimately reaching around 6.5 million by 2028.
“We are hoping that the proposals and designs from various developers will be completed by at least January next year so that we can start the long-awaited housing project for the President’s 4PH early next year,” Magno said.
“The OPAMINE, Office of the President, and DHSUD are praying that at least the people can see the seriousness of the President in implementing his housing project. This is to encourage people of Davao and neighboring provinces to avail themselves of these housing units,” he added.
Magno said their objective is to provide 380,000 housing units for those facing housing challenges in the Davao region. Nevertheless, he added that they anticipate that this figure will rise once people witness the commencement of the actual housing project’s construction.
DHSUD and OPAMINE collaborated in February 2023 to execute the 4PH program in Mindanao. Both organizations committed to supporting one another to ensure that the large-scale initiative would positively impact homeless people, particularly in Regions 10, 11, 12, and 13.
