House Speaker Martin Romualdez gave off both an optimistic and forward--looking vibe after he witnessed firsthand the signing of the P5.768-trillion national budget for 2024 in Malacañang.
Romualdez was among the handful of government officials invited to witness the important event on Wednesday afternoon, Dec. 20 at the Palace.
Signed by President Marcos during a simple ceremony was the 2024 General Appropriations Act (GAA), as embodied in Republic Act (RA) No.11975.
"President Marcos, through his decisive leadership and unwavering commitment to the Filipino people, has delivered a clear message of stability and progress," declared Romualdez, leader of the 300-plus strong House of Representatives.
"With the 2024 budget firmly in place, we can now proceed with confidence, knowing that crucial investments in vital areas like agriculture, healthcare, education, and infrastructure will continue unabated," he said.
The Speaker said the timely enactment of the budget guarantees the uninterrupted delivery of essential programs and services, laying the foundation for economic growth and social upliftment.
He said the 2024 budget is focused on people’s needs, designed to sustain the country’s high-growth trajectory, and reflects President Marcos’ pledge: “Sama-sama, Babangon Tayo Muli (Together, we will rise again)."
The budget measure was first tackled in the House of Representatives, which possesses the power of the purse. It went through at least two months of painstaking deliberations in the committee level and in plenary.
Romualdez, Leyte’s 1st district representative, had earlier said that he hopes to see the 2024 spending plan get signed before Christmas this year.

Romualdez expressed his gratitude to all members of Congress (House and Senate) who worked tirelessly to pass the budget on time.
"This budget is a testament to the collective will of our lawmakers, who put the welfare of our nation above personal or political interests," he stated.
The Speaker said the signing of the 2024 budget is not just a procedural accomplishment, but a significant step towards building a brighter future for all Filipinos.
"Under President Marcos' leadership, and with the continued support of our people, we are confident that this budget will pave the way for a more prosperous, inclusive, and resilient Philippines," Romualdez said.
