JV Ejercito favors extension of PUVMP deadline by 4 to 5 years

Senator Joseph Victor "JV" Ejercito is in favor of extending the December 31 deadline of the Public Utility Vehicle Modernization Program (PUVMP) given to transport groups to consolidate to either corporation or cooperative.

During the Kapihan sa Senado media forum on Tuesday, Dec. 19, Ejercito stated that this could be done while the government is still in the process of constructing major mass transits such as the Metro Manila Subway, the Philippine National Railways (PNR) North Main line and others.
Under Department Order 2017-011 or the Omnibus Franchising Guideline, those who would not comply with the consolidation would lose their franchise which eventually means that they could no longer operate.
"We just have to trust the executive sometimes there are decisions that are difficult kaya lang you have to weigh things siguro in the executive's point-of-view, if we keep on delaying the PUVMP, it will never materialize," he said.
"We have to weigh things, we have to balance, tignan natin yung impact (let's see the impact), how many will be affected of this decision, sa akin mas importante po yun (for me that's more important) but we have to push already, we have fast-track yung mass transportation," he added.
Ejercito also stated that mass transit will not be up until 2027 such as the North–South Commuter Railway, and the MRT Line 7, it's worth considering to extend the deadline.
"While we are still on the process of constructing these major mass transit, probably itong PUV modernization it can be extended yung deadline hangga't di pa gumagana lahat (while everything's not working yet)," he said.
Pagkakaisa ng mga Samahan ng Tsuper at Operator Nationwide (Piston) recently announced that it would extend its transport strike for two more weeks after initially holding it on Dec. 14 and 15.
Piston was joined by another transport group, Manibela, which was also asking for a lifting of the Dec. 31 deadline for jeepney drivers and operators to consolidate into either a corporation or a cooperative as part of the initial step towards the modernization of public transportation fleet under the PUVMP.
The national government, through the Land Transportation Franchising and Regulatory Board (LTFRB), has been yielding to the requests of the transport groups, including extending the franchise of traditional jeepneys for five more years, but remains firm on not extending the Dec. 31 deadline for consolidation.
