The proposed P5.768-trillion national budget for 2024, which President Marcos is expected to sign into law into the coming days, includes funds for the "robust defense of the West Philippine Sea (WPS)".
House Speaker Martin Romualdez made this assurance on Monday, Dec. 18 amid continued tension in the body of water between the Philippines and China.
Earlier in the budget process, the House moved to strip civilian agencies of their confidential funds so they may be put to better use, particularly boosting the protection of the country’s territory in the WPS.
Romualdez recalled that the other legislative chamber, the Senate, concurred with the House.
“Both houses (of Congress) agreed upon it. In fact, the heads of the departments have agreed to it. They have voluntarily withdrawn it (request for confidential funds),” Romualdez told Manila-based reporters in Japan, where he accompanied President Ferdinand Marcos Jr. for the 50th ASEAN-Japan Friendship and Cooperation Commemorative Summit.
According to the House leader, President Marcos "is of that mind that as much as possible to minimize the CIFs (confidential and intelligence funds) of the civilian department or agencies and rather focus where, you know, where it’s best suited: dito sa mga security issues, yung defense, ‘yang sa [Philippine] Coast Guard (PCG), the [WPS]".
(Here, on the security issues, on defense, on the Coast Guard, the WPS.)
Romualdez added that the PCG has been allocated more funds in the proposed 2024 General Appropriations Bill (GAB), which is the largest in the country’s history.
The Speaker says that the PCG will also receive five additional patrol vessels from Japan. “That is good also to ensure that our coastlines are well attended to,” he said.
President Marcos is set to sign the proposed 2024 national budget into law on Wednesday.
