Mandaluyong City receives 7th SGLG recognition

The city of Mandaluyong has once again proven its excellent and noteworthy public service performance and initiatives after receiving its 7th Seal of Good Local Governance (SGLG) for the year 2023 spearheaded by the Department of the Interior and Local Government (DILG).

The said award was received by Vice Mayor Menchie Abalos on behalf of Mayor Ben Abalos and the city. Her husband and DILG Secretary Benhur Abalos personally handed the award to local chief executives of winning local government units (LGUs) along with other agency officials.

According to Abalos, the city is among the 22 LGUs in the country, and one of two LGUs in the National Capital Region (NCR), that has consistently won the said award.

"The award is another laurel for Mandaluyong which marked it's 7th consecutive SGLG since the city's impressive streak began in 2015. It also serves as a reaffirmation of the city's dedication to elevating local governance," the city government said.

Under the SGLG program, Abalos explained that the LGUs must pass the following governance areas: financial administration and sustainability; disaster preparedness; social protection and sensitivity; health compliance and responsiveness; sustainable education; business-friendliness and competitiveness; safety, peace and order; environmental management; tourism, heritage development, culture and arts and youth development.

In addition to getting this year’s SGLG marker, the LGU awardees are also eligible for the SGLG Incentive Fund to finance their local development initiatives in support of national goals and strategic thrusts.

Aside from the SGLG, the city government was also recognized by the National Disaster Risk Reduction and Management Council (NDRRMC) for its excellent disaster risk reduction and sustainability programs and initiatives during its 23rd Gawad KALASAG National Awarding Ceremony held at the Manila Hotel on Dec. 11.

Mandaluyong was awarded with the Gawad KALASAG Seal of Excellence after being declared as beyond compliant or having exceeded the standards for the establishment and capability of their Local Disaster Risk Reduction and Management Offices (LDRRMCOs) under the Philippine Disaster Risk Reduction and Management Act of 2010 or Republic Act No. 10121.

Gawad KALASAG ranks cities and municipalities based on the following criteria: Structure (9 indicators), Competency (12 indicators), Management Systems (3 indicators), Enabling Policies (1 indicator), Knowledge Management and Advocacy (2 indicators), and Partnership and Participation (2 indicators).

Out of 16 cities and one municipality in the National Capital Region (NCR), five were found to be “beyond compliant.” These are Malabon City, Muntinlupa City, Parañaque City, and Quezon City.

Meanwhile, Caloocan, Las Piñas, Mandaluyong, Navotas, Pasay, Pasig, San Juan, and Valenzuela City governments were recognized as “fully compliant.”  

The Gawad KALASAG is a mandatory assessment for all Local Disaster Risk Reduction and Management Offices as they implement the provisions of Republic Act No. 10121 Sections 11 and 12, or the institutionalization of LDRRMOs or LDRRMCs, including the allocation and utilization of the Local DRRM Fund.

The city had also passed the surveillance 2 audit conducted by the National Quality Assurance Philippines Inc. (NQA) making it the city government's third ISO 9001:2015 Quality Management System (QMS) Full-Scope Certification.

"These awards clearly show that the City Government of Mandaluyong continues to aim for better public service with programs and services that are considered up-to-date and within international standards," the LGU said.
