CEBU CITY – A doctor and arch critic of Cebu Gov. Gwendolyn Garcia passed away on Friday morning, December 15.
Dr. Rowena Burden, who often described herself as a social activist, reportedly succumbed to cardiac arrest.

The family has yet to issue a statement but several colleagues and relatives have extended their condolences to her family on Facebook.
She was a vocal critic of Garcia. The doctor had raised several issues against the governor through Facebook.
Burden’s incessant tirades led Garcia to file a string of charges against her.
On December 1, Sugbo News, the provincial capitol’s media arm, posted photos of Burden undergoing booking procedure at the National Bureau of Investigation-Central Visayas here after three arrest warrants were issued
in relation to the cyber libel charges that Garcia filed against her.
Burden held a press conference on September 28 where she announced that she would run against Garcia for governor in the 2025 elections.
In the press briefing, Burden claimed that some businessmen had asked her to run against Garcia in the 2022 elections but she turned down the suggestion.
The governor had not commented on Burden tirades against her.
