Committee on Overseas Workers Affairs Chairman Kabayan Party-list Rep. Ron Salo, a primary author of the measure, hailed this development.
"The Magna Carta offers comprehensive protection and upholds the rights of our Filipino seafarers. This legislation stands as a testament to our unwavering support to our countrymen and our commitment to ensuring their well-being," Salo said in a statement.
The veteran solon said the measure serves as the bible of seafarers, as exhibited in its institutionalization of crucial safeguards on rights, including safe and favorable working conditions.
“It emphasizes the provision of essential support, welfare, and protection for seafarers—a tribute to their invaluable contributions to our maritime industry and the Philippine economy,” he added.
Salo expressed appreciation to his colleagues from both the House and the Senate who contributed to the success of the reconciled bill.
He particularly gave a special mention to Senator Raffy Tulfo, who chairs the Senate Committee on Migrant Workers, for his “steadfast support and dedication that played a pivotal role in advancing the cause of our seafarers' rights".
The congressman also thanked House Speaker Martin Romualdez for his support in ensuring that critical provisions are included in the bill.
“The Magna Carta of Seafarers reflects the government's proactive stance in ensuring a safe, dignified, and nurturing environment for our seafarers. We are confident that this legislative measure will also revitalize the Philippine maritime industry," Salo explained.
The proposed magna carta now awaits the signature of President Marcos.
“Upon President Marcos's signature, this legislation will stand tall as a testament to our nation's appreciation and unyielding commitment to our seafarers—an embodiment of our pledge to protect their rights and well-being,” Salo said.
