The Department of Justice (DOJ) is now being asked to issue an immigration lookout bulletin order (ILBO) against Apollo Quiboloy, head of the Kingdom of Jesus Christ (KOJC), the Name Above Every Name church, who is now embroiled over allegations of human trafficking and child sexual abuses.
Sen. Risa Hontiveros, chairperson of the Senate Committee on Women, Children, Family Relations and Gender Equality, made the call on Tuesday, December 12, a day after filing a resolution calling for a Senate inquiry into the reported human trafficking violations, sexual abuses on women and children allegedly committed by Quiboloy and leaders of the church.
“I urge the Department of Justice to issue an immigration lookout bulletin order, which they can do motu proprio, to prevent Quiboloy from leaving the country. He must not escape accountability. Our children’s lives are at stake,” Hontiveros said during a press briefing at the Senate.
The senator said that despite the prevailing perception that Quiboloy—a known friend and supporter of former president Rodrigo Duterte—has strong connections in government, she believes the latter won’t be able to escape accountability this time.
“Nasa FBI’s (Federal Bureau of Investigation) wanted list na siya. Hindi masama kung makipag ugnayan ang NBI at DOJ sa counterpart nila sa US para masigurong di makatakas sa kamay ng batas at hustisya si Quiboloy (He’s already in the FBI’s most wanted list. It would be best if the National Bureau of Investigation and the DPJ will coordinate with their counterparts in the US to make sure that Quiboloy won’t be able to escape prosecution),” she said.
“Malakas daw si Quiboloy sa gubyerno’t mga politiko. Kaya daw nila itong ipagsawalang bahala. Hindi ako naniniwala dyan.
Mas tiwala ako na marami sa gubyerno, lalo na sa Senado, ang gustong mabunyag ang katotohanan at magbigay ng katarungan (They said Quiboloy has connections in government and politicians. They can ignore this. I don’t believe that. I believe that many in government, especially in the Senate, wants to expose the truth and achieve justice for them),” she said.
On Monday, Hontiveros filed a resolution asking the Senate to investigate the allegations of human trafficking, sexual abuses, rape against KOJC, Quiboloy and leaders of the church.
In filing Senate Resolution No. 884, the lawmaker urged the senator to look into the KOJC’s liability under the Expanded Anti-Trafficking Act (Republic Act No. 9208).
The resolution bared the alleged “pastorals” employed by the organization who are tasked to perform special personal tasks and errands for Quiboloy.
Some of these tasks are allegedly sexual in nature while others are ordered to wash his clothes, bathe, clean and massage the religious leader.
The resolution also cited Quiboloy’s indictment in November 2021, together with two other KOJC officials over trafficking charges by the FBI.
“An investigation in aid of legislation will also allow us to determine whether our updated human trafficking laws are able to cover large-scale and systemic acts of trafficking done under the cover of a religious organization,” the resolution stated.
