ACT-CIS Party-list Rep. Erwin Tulfo wants the government to speed up its construction of infrastructure projects to the level of other countries.
For this purpose, Tulfo led the filing of House Bill (HB) No. 9666 or “An act Streamlining the implementation of the government infrastructure projects through round-the-clock operations to promote efficiency and its effective execution or the Accelerated Infrastructure Development Act of 2023.”
The measure seeks to streamline the implementation of government infrastructure projects, particularly in roads and bridges, through 24-hour operations to promote efficiency and its effective execution.
“Acknowledging the pressing need to meet the population’s increasing demands, this proposed measure mandates the adoption of round-the-clock operations in priority infrastructure projects,” the proposed measure read.
“This strategic move aims to revolutionize the efficiency and pace of project completion, addressing the longstanding challenges associated with prolonged timelines in traditional project management,” it added.
Tulfo, a House deputy majority leader, said that the proposed measure echoed the sentiments of Filipinos who wanted to fast track all the government projects.
“Kasi ang naabala ang taong bayan. Tutal pondo naman ng buwis ng taong bayan yan, bakit pa sila marunong pa sa taong bayan. Ang gusto ng taong bayan matapos agad ang mga proyekto as soon as possible kasi nakakagambala,” he said.
(It's the people who get inconvenienced. After all it's taxpayers' money that's being used, so why shouldn't the people’s wishes get followed? And what the people want is for the projects to get finished as soon as possible because they get in the way.)
“Enough na po sa 8am-4am lang ang project tapos nakatiwangwang ng Sabado at Linggo walang nagta-trabaho kasi day off ng manggagawa. Kalokohan po ‘yun, kasi sa ibang bansa hindi nila tinatantanan kahit Sabado at Linggo, tinatapos nila ang proyekto at 24/7 sila nagta trabaho,” Tulfo added.
(Enough of the 8am-4am project construction wherein the unfinished projects are left idle during weekends since it's the workers' day off. That is foolish, because in other countries the workers don't stop even on Saturday and Sunday, they work 24/7 to finish the project.)
The bill applies to all government infrastructure projects funded by the national government, local government units (LGUs), and government-owned and controlled corporations, particularly those involving the construction, repair, and maintenance of roads and bridges.
