House Speaker Martin Romualdez has appealed to the Bicameral Conference Committee to swiftly craft a final version of the 2024 national budget so it could be passed before Congress goes on Christmas break.
Romualdez made the call even as the bicam contingents of the House of Representatives and the Senate convened for the first time Thursday, Nov. 30 in connection with the P5.768-trillion General Appropriations Bill (GAB) for 2024.
“We owe it to the Filipino people to pass a well-crafted budget on time to allow the government of President Marcos to immediately allocate those funds to help boost economic activity, draw more investments, create jobs and secure a better future for our people. We owe our constituents, the Filipino people, nothing less,” the Speaker said.
The purpose of the bicam meeting is to produce a harmonized version of the 2024 GAB between the versions that have been separately approved by the House of Representatives and the Senate.
The House version of the 2024 spending plan allocated P20 billion for the rice subsidy program, P40 billion to improve irrigation, and P1 billion for fisheries and post-harvest facilities, among others.
"We have set aside around P125 billion for medical assistance, livelihood assistance, job creation, and scholarship programs for deserving students—the future of this nation,” added Romualdez, leader of the 300-plus strong House.
The final session day of the year is on Wednesday, Dec. 13.
Meanwhile, House Committee on Appropriations Chairman Ako Bicol Party-list Rep. Zaldy Co called on senators to carry out the budget bicam process "with a spirit of unity".
Co, head of the House contingent to the bicam meeting, asked their Senate counterparts to “approach this endeavor with a spirit of unity and guided by the principles of transparency, accountability, and the unwavering pursuit of the common good".
“Let us find a way to reconcile our differences, aligning them with the overarching programs of the present administration,” he added.
