Mayor Joy, Rep. Tiangco top NCR performance survey


Quezon City Mayor Joy Belmonte and Navotas City Rep. Toby Tiangco were recognized by the RP-Mission and Development Foundation Inc. (RPMD) as the top performing National Capital Region (NCR) mayor and representative in its independent and non-commissioned "Boses ng Bayan" poll  for the third quarter of the year.

According to Dr. Paul Martinez, RPMD executive director and global affairs analyst, the survey highlighted the exemplary service of the mayors and representatives in NCR as he pointed out that these public officials merit recognition for their steadfast commitment and service to their respective constituents.

Martinez explained that the appraisal for city mayors is anchored on seven fundamental criterias: service delivery, financial acumen, economic progress, leadership governance, environmental conservation, social initiatives, and engagement. 

On the other hand, the approach for assessing district representatives centers on three essential parameters: district representation, legislative performance, and constituent service.

The survey showed Belmonte bagging the top spot with 94.0 percent followed by Malabon City Mayor Jeannie Sandoval with 93.1 percent. They are followed by Navotas City Mayor John Rey Tiangco with 92.7 percent, Mayor Along Malapitan of Caloocan City with 92.5 percent, Mayor Eric Olivarez of Parañaque City with 92.3 percent, Mayor Emi Calixto-Rubiano of Pasay City with 92.1 percent, Mayor Vico Sotto of Pasay City with 90.4 percent, Mayor Honey Lacuna of Manila with 89.7 percent, Mayor Abby Binay of Makati with 89.5 percent, Mayor Ben Abalos Sr. of Mandaluyong City with 87.9 percent, Mayor Ruffy Biazon of Muntinlupa City with 87.5 percent, and Mayor Wes Gatchalian of Valenzuela City with 87.1 percent.

Mayor Marcy Teodoro of Marikina City got a score of 85.8 percent followed by Mayor Lani Cayetano of Taguig City with 85.5 percent, Mayor Francis Zamora of San Juan City with 81.3 percent, while Mayors Ike Ponce III of Pateros and Imelda Aguilar of Las Piñas City completed the rankings with 80.2 percent and 78.6 percent, respectively.

Meanwhile, the job performance of district representatives was led by Tiangco with a 95.3 percent rating followed Rep. Stella Quimbo, Ralph Tulfo, and Camille Villar each surpassing the 95 percent mark. Rep. Marivic Co-Pilar, Marvin Rillo, Patrick Michael Vargas, and Oca Malapitan followed them with scores between 94.3 percent and 94.8 percent.

Manila Rep. Benny Abante got a 93.2 percent rating followed by Gus Tambunting, Tony Calixto, Franz Pumaren, and Arjo Atayde, each with scores ranging from 92.3 percent to 93.1 percent. Rep. Dean Asistio, Romulo Roman, Boyet Gonzales III, and Bel Zamora, each garnered scores from 90.4 percenr to 91.2 percent.

Meanwhile, Rep. Edward Maceda, Jaime Fresnedi, Pammy Zamora, and Kid Pena demonstrated commendable performances with scores between 88.0 percent and 88.5 percent, followed by Rep. Edwin Olivarez, Ernix Dionisio, Joel Chua, Luis Campos, Irwin Tieng, and Eric Martinez, with scores in the low 80s. 

Rep. Rolan Valeriano, Mitzi Cajayon, Jaye Lacson-Noel, Maan Teodoro, and Ading Cruz scored between 80.2 percent and 80.8 percent.

The Boses ng Bayan regional survey was conducted from Sept. 20 to30 engaging 10,000 registered voters across various cities, with its results carrying a statistical precision reflected by a ±1 percent margin of error and a 95 percent confidence level.
