BCDA seeks partner for New Clark City ICT infra

State-run Bases Conversion and Development Authority (BCDA) is seeking joint venture (JV) partners to commercialize information and communications technology (ICT) facilities in New Clark City.

In a statement, BCDA said the ICT infrastructure project fund would amount to an estimate of P2.53 billion for the commercialization, and other necessary expansion, repair, and maintenance.

According to the development authority, the project will be conceptualized under an Open Access Fiber which will form the foundation for robust fiber infrastructure and competitive retailing in the upcoming new metropolis.

The model will also help push through the smart city development and create efficient e-government solutions, which are highly dependent on resilient fiber-grade connectivity and data centers.

Through this plan, telecommunication companies and data transmission providers can connect and service residences, offices, institutions, and data centers.

At the moment, the BCDA welcomes prospective bidders to submit pre-qualification requirements to auction out the allocation of its passive ICT infrastructure.

The disposition would be allocated through the establishment of a JV company that will provide conduits, fiber optic cables, chambers, colocation facilities, and others needed to expand the passive ICT infrastructure.

There will also be a neutral hosting site called the “meet-me room” wherein service providers can connect themselves to the network.

The potential JV partner would also be responsible for infrastructure and site maintenance and repair, as well as leasing out dark fiber on a wholesale basis to various ICT companies such as internet service providers, mobile network operators, data centers, and independent tower companies.

“Given that the services involved in the commercialization of passive ICT infrastructure are not typically provided by the public sector, the BCDA is looking for a JV partner that has expertise in this field,” said BCDA.

The competitive bidding will be held publicly in accordance with the BCDA Joint Venture Guidelines and other laws, rules, and regulations that adhere to the auction.

Then, the selection committee will oversee the entire process and award the ICT project to the highest bidder.

Firstly, the prospective bidders must go through a pre-qualification process based on all the requirements under legal, technical, and financial capabilities.

When approved, the shortlisted bidders will be evaluated based on their submission of technical and financial bids.

Joshua Bingcang, BCDA president and chief executive officer, said that this plan would address the needs of ICT locators and provide a foundation for smart city development and e-governance in New Clark City.

“In pursuit of its goal of transforming New Clark City into an intelligent, sustainable, and future-proof city, BCDA is now moving forward with the development of ICT infrastructure in the area,” he stated.

“We recognize this as a massive undertaking, and we hope that the private sector can provide us with their expertise and capabilities in this field,” he added.

Those who wish to participate in the bidding process may submit a letter of intent before purchasing the Instructions to Private Sector Participants (IPSP) Volume 1.

There will be a non-refundable fee of P250,000 which will then be paid starting Nov. 6.

The BCDA has also made the eligibility documents available for free on their website.

Moreover, they will host a pre-qualification conference on Nov. 14 at the Asian Development Bank headquarters in Mandaluyong City.

The deadline for submission requirements is on Dec. 18, 12 PM at the BCDA Office in Bonifacio Global City, Taguig. (Gabriell Christel Galang)
